Background
The deployment of low and ultra-low emission vehicles (ULEVs) in cities has a critical role to play in improving local air quality and mitigating climate change. A number of cities across the UK are demonstrating best practice in increasing the uptake of low/ultra-low emission vehicles in their own fleets, deploying electric and hydrogen fuel cell infrastructure and facilitating initiatives to encourage local communities to adopt cleaner and lower carbon vehicles.
LowCVP intends to draw these case studies together to provide informative guidance for local authorities on policies and measures to accelerate the deployment of cleaner and lower carbon vehicles in UK cities. The case studies will embrace themes such as passenger transport, logistics, car clubs and local authority services such as community transport schemes, NHS and waste collection. Example case studies will include: Greater London Authority, Nottingham City Council, Birmingham City Council, Dundee and Milton Keynes.
Objectives
- To collate city studies that demonstrate best practice across a range of vehicle categories including powered light vehicles, cars, taxis, vans, trucks and buses.
- To identify examples of local policies that supported the initiative, stakeholder collaboration and enabling measures such as awareness raising, funding provision, new business models and infrastructure deployment.
- To produce a framework for integrating low/ultra-low emissions vehicles across Council policies such as planning, transport, procurement, parking, taxi licensing etc.
- LowCVP will disseminate the guide through a webinar and work in partnership to promote the guide at local authority events being run by EST, OLEV and JAQU.
Project Management & Stakeholder Engagement
Depending on time and resources, LowCVP will engage with local authority members, EST, SMMT, Transport Scotland and Connected Places Catapult (previously Transport Systems Catapult and Future Cities Catapult).
