Tipping point for electric truck adoption in cities "much closer than widely assumed"

A new analysis examines why the UK's freight sector lags cars in terms of the rate of electrification but concludes that the tipping point for urban freight is closer than many realise.
The report, Accelerating Urban Freight Decarbonisation, produced by C40 Cities, Arup and the University of Exeter, with support from The Climate Pledge - includes new modelling suggesting the transition to electric freight is poised to accelerate in leading cities.
In 2025, only 8% of trucks sold were electric, compared with 25% for passenger cars. However, the report's modelling shows that the electric freight transition is nearing a tipping point in leading cities provided that action is taken to make the switch irreversible.
Dr Cormac Lynch, Impact Fellow at the University of Exeter - Green Futures Solutions, said (reported by Fleet News): “Our modelling shows the electric freight transition is nearing a tipping point in leading cities much earlier than widely assumed.
“Once costs, infrastructure and policy align at the city-level, the shift to electric trucks can accelerate rapidly and irreversibly.
“This lays a clear path for city leaders to make a decisive difference. One that delivers a triple dividend of rapid emissions cuts, cleaner air, and a significant boost in resilience to global energy shocks.”
Léan Doody, C40 Partnership Director, Arup, added: “The report demonstrates that the transition to electric freight is no longer just an environmental question, but also a significant economic opportunity for cities and governments.”
China is well ahead of the rest of the world in freight electrification, accounting for 80% of electric freight sales. It has already reached total cost of ownership (TCO) parity between battery electric and diesel vehicles. The report says that Beijing is less than ten years away from having more electric trucks than conventional alternatives.
The report concludes that TCO parity is approaching in many markets and that ambitious action at city level could advance this tipping point by more than a year. The largest gains are expected in the heavy-duty segments where costs remain highest.

The report is intended to provide a strategic guide for city decision-makers on accelerating electric heavy- and medium-duty vehicles adoption by triggering positive tipping points.
The report focuses on commercial freight vehicles which, while accounting for less than 10% of the global commercial fleet, are responsible for a disproportionate 25% of all transport-related CO2 emissions.
With global freight demand projected to more than double by 2050, the transition to zero emission freight represents a critical part of making cities more sustainable. It offers a significant opportunity to cut emissions, reduce oil demand by millions of barrels per day, and build resilience against volatile fuel markets.
