Baroness Kramer made her first speech as newly appointed Minister of State for Transport at the launch of E-Car, the first electric vehicle car club in the UK. During her speech the new minister said: "We are absolutely committed as a government to speeding up the development of electric and other ultra low carbon vehicles – and supporting the growing market."

She added: “We have an unwavering, long term commitment to decarbonising road transport. Not just to tackle climate change. But also to make the UK a global leader in green vehicle technologies and engineering."

The transport minister said that the £500 million which has been allocated to develop the ULEV market between 2015 and 2020 is a 'world leading commitment' which provides certainty to the market.

The first installation from E-Car Club will see the new Renault Zoe and the Renault Fluence coming to the London Borough of Tower Hamlets in partnership with social landlord Poplar HARCA, which owns around 9,000 homes in the local area. The organisation and its residents will benefit from access to a low-carbon, low-cost transport solution, whilst the pay-per-use club membership will make electric vehicles available to the community in an area of long-standing social and economic deprivation.
