LowCVP 'Challenge' - latest progress

The LowCVP road transport 'Challenge' has reached its second stage with a short-list of proposals being selected by a panel of representatives from different sections of the Partnership.

The LowCVP Challenge was set up to encourage the UK’s transport policy and academic communities to contribute original or innovative proposals to enable the UK to accelerate the shift to low carbon vehicles and fuels and help meet climate change targets.

The LowCVP Challenge judging panel is made up of ten individuals representing: a leading car maker, a fuel supplier, an academic organisation, an environment group, a ‘green’ transport promotion organisation, a fleet management organisation, a road user group, a components supply group and both central and local government.

The panel has chosen seven submissions to proceed to the second stage and has provided suggestions aimed at strengthening each of these. The originators of the selected submissions have until early January to provide extended outlines of their ideas.

The best submissions, as assessed by the Challenge panel, will be presented at the LowCVP annual conference which is planned for late-April at a venue in London.

The successful submissions focus on a variety of policy and other options including: emissions trading and control schemes; speed limits and controls; parking mechanisms; innovative taxation proposals; dashboard instrumentation and advertising codes of conduct.

The LowCVP Secretariat received 24 submissions by the October deadline from a diverse range of organisations and covering a large number of different topics.

Submissions were received from representatives of the following universities: Leeds, London, Loughborough, Cranfield, Robert Gordon and the Open University. Participating 'think tanks' include ippr and the New Economics Foundation. Other submissions have come from the Energy Saving Trust, the European Carbon Exchange and Manchester Knowledge Capital.
