Jesse Norman rejoins DfT as minister for transport decarbonisation

Jesse Norman MP has been confirmed as the new minister responsible for transport decarbonisation. He returns to a role in which he was previously a minister. There are new Secretaries of State at both DfT and BEIS following the election by the Conservative Party of Rishi Sunak as leader.

The MP for Hereford and South Herefordshire since 2010, Jesse was previously Minister of State at the Foreign, Commonwealth & Development Office and Financial Secretary to the Treasury from 2019 to 2021, where he managed the COVID-19 furlough scheme and set up the UK Infrastructure Bank.

He was also formerly Paymaster General and held ministerial roles in the Department for Transport (2017-19), and the Department of Business, Energy and Industrial Strategy. 

Before entering politics Jesse was a Director at Barclays. He also researched and taught philosophy at University College London, and ran a charitable project in Communist Eastern Europe.

He is the author of numerous books and pamphlets, including ‘Compassionate Conservatism’, ‘Edmund Burke: Politician, Philosopher, Prophet’ and ‘Adam Smith: What He Thought, and Why It Matters’, which won a Parliamentary Book Award in 2018. 

Prime Minister Rishi Sunak has appointed new Secretaries of State in both the Department for Transport and the Department for Business, Energy and Industrial Strategy, including a new minister to lead transport decarbonisation.

Mark Harper, MP for the Forest of Dean since May 2005, is the new Transport Secretary. He previously served as Chief Whip (Parliamentary Secretary to the Treasury) from May 2015 until July 2016. He was also Minister for Political and Constitutional Reform from 2010 until 2012 and Minister for Immigration from 2012 until 2014. He was also Minister for Disabled People from July 2014 until May 2015.

Also joining the team at DfT is Richard Holden MP, who takes responsibility for local transport, including buses and taxis and for the future of freight. Huw Merriman MP, previously Chair of the Transport Select Committee, is appointed as Minister of State with responsibility for rail, including HS2. 

Recently the Transport Secretary, Rt Hon Grant Shapps MP has been appointed as Secretary of State at BEIS, replacing Jacob Rees-Mogg who resigned soon after the departure of Liz Truss as Prime Minister.

Meanwhile, Rt Hon Thérèse Coffey MP has been appointed as the new Secretary of State at the Department for Environment, Food and Rural Affairs where former transport minister Trudy Harrison MP was also recently appointed as Environment Minister.
