Government reshuffle: new ministers responsible for transport decarbonisation join DfT team

Two new transport ministers have been appointed to the DfT team following the Prime Minister's reshuffle on November 13. Anthony Browne takes on outgoing minister Jesse Norman's responsibilities for transport decarbonisation while Guy Opperman gets responsibility for buses, future of freight and active travel.

The MP for South Cambridgeshire, Anthony Browne was previously appointed as the first Prime Minister’s Anti-Fraud Champion. Earlier he was Chief Executive Officer for the British Banking Association, and a former member of the Treasury Select Committee (2020-23). Between 2020 to 2022 he was Chair of the All-Party Parliamentary Group on the Environment, a parliamentary group dedicated to strengthening the influence of parliamentarians on public policy and public debate on the environment.

Before becoming an MP, Anthony Browne was director of the think-tank Policy Exchange and also worked as a journalist, including as environment editor on The Observer.

Guy Opperman has been MP for Hexham since 2010. He was previously Minister of State at the Department for Work and Pensions (2022-23), and Parliamentary Under Secretary of State at the same department (2017-22). He served as a Government Whip (2015-2017). He was also previously Private Parliamentary Secretary to Mark Harper, the then Immigration Minister (now Transport Secretary).

Before entering politics, Opperman spent 20 years as a barrister and was also Director of his family’s engineering business until 2009. He is also an amateur jockey and rode his first win in 1985.

Jesse Norman who spent three spells at the DfT has decided to step down from office. In a tweet on X he said: “Having laid the ZEV mandate and framed the Automated Vehicles Bill, this is the right time to step down.”
