Government publishes Energy Review

Alistair Darling, the Trade and Industry Secretary, has announced that the Energy Review - published today - contains a far-reaching range of proposals designed to reinforce the UK's long-term energy policy in the face of the mounting global threats posed by climate change and to energy security.

The Review says that the Government expects transport carbon emissions to peak in 2015 and fall thereafter as demand for transport moderates, fuel efficiency improves and lower carbon fuels, especially biofuels, increase their market share.

The Energy Review states that: "Government intends the level of the Renewable Transport Fuel Obligation to rise above 5% after 2010/11 provided robust carbon saving and sustainability assurance schemes can be developed." It also states that Government will continue to work with stakeholders on the successor arrangements to the current voluntary agreement on car fuel efficiency. The successor agreement "must include consideration of all options, including mandatory targets with trading."

There are also plans to introduce a Transport Innovation Strategy, in close collaboration with the National Institute of Energy Technologies, to explore new prospects such as second generation biofuels and hydrogen.

The Government also intends to press the European Commission to bring road transport into the EU Emissions Trading Scheme.
