Cabinet Secretary launches Symud i Sero | Moving to Zero – a landmark programme to decarbonise commercial transport

Leaders from across Wales’ transport and logistics sectors gathered at AFC Wrexham on Friday, 21st November, at the launch of Symud i Sero | Moving to Zero, a bold new two-year collaboration between Zemo Partnership and Welsh Government aimed at accelerating the decarbonisation of commercial vehicles and supply chains
The event was officially opened by Ken Skates MS, Cabinet Secretary for Transport and North Wales, with a keynote address which emphasised the dual benefits of cleaner transport: “Cleaner fleets tend to be cheaper to run. Better route planning means fewer wasted miles.” The message was clear: “Cleaner transport isn’t just good for the environment, it’s good for business and communities, and it’s good for Wales and the UK.”
The launch featured an agenda packed with keynote speeches, expert panel discussions, and practical masterclasses designed to equip delegates with real-world insight into fleet decarbonisation and the actions that can be taken now:

Paul Kirby’s Commercial Vehicle Decarbonisation 101 masterclass equipped delegates with essential guidance on vehicle selection, charging strategies, and operational planning.
For the afternoon panel, 'Charging Ahead: Infrastructure, Innovation, and Collaboration', we were joined by speakers from Mileance, Ford & Slater, and SP Energy Networks, who examined the infrastructure and collaboration required to scale zero emission transport, highlighting the importance of reliable charging and future grid resilience.
The strong engagement from both industry and government reflected a shared commitment to moving from ambition to delivery. Zemo Partnership will now begin delivery on the next phase of the Moving to Zero programme, working closely with partners to turn discussions into tangible action on the ground.

Moving to Zero is built around the recommendations of a report published earlier this year by Zemo Partnership, which mapped out a package of realistic, near- and medium-term measures to cut emissions from heavy goods vehicles (HGVs), vans, and broader commercial fleets across Wales.
The initiative brings together a broad coalition: from government and local authorities, to fleet operators, vehicle manufacturers, energy networks and charging-infrastructure providers. Its aim is to provide a forum for collaboration and concrete action, helping fleets to adopt zero-emission powertrains, alternative fuels, and other low-carbon solutions in a way that is fair, practical and scaled for Wales.
