At the end of a year that has been in equal measure both challenging and momentous, the LowCVP team would like to wish all newsletter readers a happy, safe and peaceful Christmas and start to 2021. If 2020 signalled the beginning of the end of the 'ICE age', 2021 is surely set to be another hugely significant year in terms of road transport decarbonisation as we'll see the publication of the Government's Transport Decarbonisation Plan and the international CoP26 event in Glasgow, both clearly signposting the way on the road to zero.

Policy Developments

Committee on Climate Change presents first ever roadmap for a fully decarbonised UK The Committee on Climate Change has published its Sixth Carbon Budget (2033-37) including the first ever detailed assessment of the changes that will result from the transition to Net Zero and the key milestones that must be met. In a monumental 1,000-page report library, the CCC said that the cost of the transition will be significantly less than previously thought - less than 1% of national wealth - with cost and other benefits accruing to people across a wide range of areas. Energy White Paper sets out how Net Zero future will be powered

The Government has published the first Energy White Paper in thirteen years, setting out how the UK will attempt to recover from the Covid-19 pandemic and set a course for net zero emissions by 2050.


HM Treasury review says tackling climate change could benefit economy - make UK leader in clean technologies

HM Treasury has published a Net Zero Review which is describes as an 'interim report to inform the next steps in the green transition'. Government says it is the first of its kind from a finance ministry anywhere in the world. The Review says that the transition could boost - or only slighly damage - the economy. It also flags up the challenge of the loss of revenue to the exchequer arising from the move to electric vehicles.


Scottish Government announces £120m fund for zero emission buses, 20% cut in car travel in climate plan

The Scottish Government has announced plans to reduce the number of miles travelled by car by 20% by 2030 as well as to 'phasing out the need for new petrol and diesel cars and vans by 2030' in line with the UK Committee on Climate Change recommendations. 


Final consultation about Oxford Zero Emission Zone launched With parts of Oxford city centre affected by illegally high levels of air pollution, Oxford City Council and Oxfordshire County Council are inviting responses to a planned zero emission zone (ZEZ) pilot in the city centre starting next August. The pilot would be based on a road user charging scheme and aims to lead to cleaner air and quieter streets. The deadline for responses to the consultation is 17 January 2021. Read more

Reports & Studies

National Audit Office says Government must reorganise to achieve Net Zero A new report from the National Audit Office (NAO) says that the UK's commitment to reach net zero greenhouse gas emissions is a "colossal challenge" that needs a radical reappraisal of priorities. The report says that the Government "has yet to put in place all the essential components for effective cross-government working, such as integrated planning and progress monitoring, and processes to manage interdependencies, to ensure all of government steps up to this challenge".  Read more

T&E report focuses on decarbonisation of freight sector

A new study by Brussels-based NGO Transport & Environment (T&E) says that sales of new diesel lorries will need to be phased out during the 2030s if the UK is to reach its net zero-emission target for 2050. It advocates the use of battery electric vehicles for urban and regional deliveries and for long haul, the use of an overhead catenary infrastructure to recharge batteries. It suggests that renewable hydrogen could also be an option for long haul applications.

Gridserve opens UK's first fully electric forecourt alongside EV leasing service in Essex Gridserve has announced that the UK's first fully electric forecourt in Braintree, Essex is open for business. Providing for up to 36 electric vehicles to be charged simultaneously with high power (up to 350kW) chargers, the development also includes retail outlets and an electric vehicle leasing service. Blyth selected as site for UK's first battery 'gigaplant'

Blyth in Northumberland has been selected by Britishvolt as the site of the UK's first battery gigaplant. The planned £2.6bn total investment would be one of the UK's largest ever industrial investments and the largest in NE England since the arrival of Nissan in 1984. It is expected to provide 3,000 skilled jobs and up to 5,000 more in the wider supply chain.

LowCVP inviting new Board member nominations as it enters next phase of the drive for zero

LowCVP is inviting nominations for senior stakeholders to stand for election to the Partnership's Board of Directors. New Board members will join at a critical phase as the Partnership repositions itself to support the increased pace of transport decarbonisation, after the UK commitment to Net Zero by 2050 and as we approach the publication of the Government's Transport Decarbonisation Plan next Spring. The deadline for nominations is December 23.

LowCVP is recruiting to fill the role of graduate project officer (potentially two roles). The ideal candidate/s will be a dynamic and enthusiastic individual with a genuine interest in both transport and the environment.

ITT Hub - Innovation & Technology in Transport - 30/06/2021

ITT Hub 2020 will bring together all the latest thinking and technological developments which are already reshaping the transport and logistics landscape.  A conference space, indoor exhibition and outdoor experiential areas all in one place, for the very first time. The LowCVP is an event partner and supporter of the ITT Hub.

(NB This event has been rescheduled to 30 June - 1 July 2021 from its original dates.)


Fully Charged Live 2021 - 18/06/2021

Fully Charged OUTSIDE will take place at Farnborough International on the 18th, 19th & 20th June 2021. The organisers say that the 2021 show will be better and bigger with more visitor attractions and more exhibits than ever before in a safe outdoor environment.
